The document constitutes a regulatory and legal framework for the values, behaviors and duties that government officials should observe and abide by while holding public office inside and outside the workplace, and in all matters relating to their performance in accordance with existing legislation. The document includes government departments, public bodies and institutions, government authorities, councils and any other government agency.
HH Sheikh Hamdan, Crown Prince of Dubai, said: "The Government of Dubai is harnessing all its potential to provide the necessary support to the human element and invest in creating a model environment that helps employees deliver the best possible performance and develop their skills. This is in addition to qualifying and developing frameworks to ensure that government human resources are qualified to keep pace with the accelerating transformation in the nature of government work, ensuring the sustainability of our development plans and achieving our goals and aspirations."
From his part, H.E. Abdullah Ali bin Zayed Al-Falasi, General Director of DGHR Department, said: "This document was prepared under the directions of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, who is keen to ensure that the working environment in Dubai Government is ideal, in which everyone competes to serve the country and citizens."
H.E. Abdullah Al-Falasi added: "This document is based on the principles of loyalty and belonging to the homeland, in accordance with the ethical standards and professional values of Dubai Government's employees. The public interest shall be the primary purpose that an employee should be keen on in carrying out his duties."
