The Citizenship Capacity Building Office provides a full range of programs that represent an important platform supporting efforts to promote Emiratisation and development as one of the strategic priorities of Dubai Government.

National Competency Development Programs:

The national competency development programs are based on a mechanism aimed at qualifying, developing and motivating national competencies in the bodies of the Government of Dubai in cooperation with the Dubai Institute for Human Resources Development. Where the programs aim to provide suitable opportunities to train and enable national government cadres to achieve personal and professional development.

• Localization programs:

 The Office of Citizenship Capacity Building assumes responsibility for promoting Emiratisation in the Government of Dubai. The Office is preparing in-depth studies to determine the employment rates of national cadres in local government bodies according to functional groups. This type of studies paves the way for the preparation of strategic plans to align professional competencies with functional responsibilities. These studies further illustrate what is required to achieve Emiratisation rates to the desired level in the public and private sectors in Dubai.

Scholarship Program (Building):

The Office of Citizenship Capacity Building provides a promising career for government cadres. Its scholarship program enables them to obtain a master's degree in public administration from the Mohammed bin Rashid School of Government, provided that the applicant meets the following requirements:



  Be a UAE national.
 • To be employed by a government agency in Dubai for at least three years.
 • Have an assessment that exceeds expectations in the last performance evaluation.
 • To operate a job that corresponds in nature with the Master's Program in Public Administration.
 • Not be a recipient of a scholarship from the government agency that works for it within a period of not less than two years.
• Have a Bachelor's degree recognized by the Ministry of Higher Education and Scientific Research in the United Arab Emirates.
• The cumulative rate during the university is not less than a study of 3/4.
• To have an IELTS score of 6 or a TOEFL of 550.
